Yes at Çırağan Palace Kempinski: the pool is advertised as heated all year round. Raffles Istanbul, Hilton Istanbul Bosphorus and Istanbul Marriott Hotel Şişli have an indoor pool, sheltered from the wind. Either way, ask for the heating dates before you book.
